Incentive programs to help NYC building owners comply with the Climate Mobilization Act (2019)

"The Climate Mobilization Act (2019) is the largest climate solution put forth by any city in the world" according to the NYC Mayor's Office of Sustainability. There are four pillars to the new Act, including:

• Green Roofs: Local Law 92, 94, which require all new buildings and buildings undergoing major roof renovations to be covered with solar panels, green roofs, or some combination of the two;

• Building Energy Efficiency Grade: Local Law 95, and Local Law 93 (2018), which requires annually updated energy labels to be displayed near a public entrance;

• PACE: Local Law 96, which establishes long-term, low-interest Property-Assessed Clean Energy financing to fund relevant upgrades; and

• Building Mandate: Local Law 97, which includes more ambitious carbon reduction targets for all buildings larger than 25,000 square feet.

We also recommend reading the research package “New York’s Green New Deal” by Austin Law to understand the possible synergies between New York City and New York State. "Heat Vulnerability Index - at risk public housing residents in Brownsville" discusses the heat-related illness or death in neighbourhoods that generally have less access to home air conditioning, less green space, hotter surface temperatures, are low income, and are older or have existing chronic conditions. The New York State Division of Housing and Community Renewal states that when a tenant purchases the air conditioner, the owner is allowed to collect a $5 per-month surcharge for each unit installed.
